Retired Lt. Gen. Robert D. Springer, a Vietnam veteran who earned the Distinguished Flying Cross, and who served as the inaugural director of the Air Force Memorial Foundation, shepherding the project through its controversial early years, died Aug. 19 at the age of 88.
